    Your additional dilemma is that your static website needs to deliver relevant content to your visitors.
    You have about 5 to 7 seconds to keep their attention – else they are gone.
    How is your static website going to do just that ?
    Behavioral targeting is the key.
    This can be solved expensively and complex (Kefta, TouchClarity, …) or relatively simple but less elegant (but good enough) using conditional overlays or popups.
